Town development projects and tiers

Build a town that meets the next tier’s needs before opening a project. Set aside the supplies you will spend and the treasury reserve you must keep.

What a town level means

CDP is a threshold record, not spendable money. Development defaults on for new worlds; existing worlds already containing organizations migrate with it off pending administrator choice. Disabling it preserves earned levels/receipts and restores base capacities. Existing over-cap assets survive level/config changes, but further growth can be refused.

5 City1,50036 h / 45 min244 / 40 / 48
6 Metropolis3,10072 h / 60 min406 / 64 / 64

Age/hold are civic progression timing, not extra verified player-play requirements. Allowance bonuses add base-price chunks; they are not hard tier claim ceilings. Global defaults still cap claims at 256, rooms at 256 and unfinished town jobs at 64. Automatic leader titles are Chieftain, Reeve, Mayor, Mayor, Lord Mayor and Governor.

Supplies and readiness gates

Supplies must be tag-matched plain items; do not substitute renamed/component-modified stacks. Amounts are code-fixed in this build, not configurable project quantities.

The report explicitly resolves City’s seven-day reserve from Development.G_RESERVE_DAYS; an older prose list says five. A reserve is retained treasury money, separate from consumed supplies. It forecasts assessment and does not automatically cover all other services.

Age, active/no-arrears standing, correct plot purposes and linked services are additional gates. Charter Desk, Treasury Safe and Job Board services belong on civic land; Trade Counter on commercial. Opening appropriate services as an official can link their evidence. City/Metropolis also need a Town Speaker with saved culture/music setup and, by default, a funded recurring public shift.

Housing means a residential room of at least 64 blocks volume, with a whole accepted bed inside, found through loaded-land inspection. Public jobs need treasury funding, audience Anyone, at least 20 × index reward, sufficient live duration and distinct qualifying kinds; bounties do not count.

Open, verify and confirm

  1. Mayor opens the next project at the town’s Charter Desk. Default expiry is 168 civic hours, one open project at a time.
  2. Residents deposit outstanding materials; 36 stacks per action, 256 custody slots per project. Original depositors are recorded and excess beyond outstanding need is not accepted.
  3. Meet every readiness gate and maintain the verified hold. Evaluation runs every 200 ticks. Known failure resets the hold; unloaded/unknown evidence pauses verification.
  4. Mayor confirms at the desk after the hold. A fresh check consumes supplies, advances level/CDP and writes a receipt atomically. The cash reserve remains.

If canceled or expired, deposits become individually owed refunds collected at any Charter Desk, as inventory space permits. Refunds belong to original depositors. A Trade Counter refund shortcut, draggable tracker and configurable supply quantities remain planned. The current project tracker is opt-in at fixed top right.
